Milligan Appointed Strategic Asset Manager for Fleet Walk, Torquay

Milligan has been appointed as the strategic asset manager for Fleet Walk in Torquay, reinforcing our credentials and experience in asset management and commitment to place-led regeneration across the UK.

This latest appointment follows recent asset management roles in Chesterfield and Huddersfield, marking the third major asset management instruction in just six months. It reflects our expanding portfolio and track record in managing, repositioning and optimising the performance of retail and mixed-use destinations.

Fleet Walk, owned by Torbay Council, is a unique asset — not a traditional shopping centre, but a defining part of Torquay’s high street. With its open facades onto Fleet Street and direct connection between the town centre and the harbourside, it plays a pivotal role in the town’s retail and visitor experience. Anchored by TK Maxx and Sports Direct, Fleet Walk is situated between two major footfall drivers — Primark to the north and the much-loved independent department store Hoopers to the south.

Milligan’s appointment by the Council is a strategic step in its broader regeneration programme across Torbay. The company is currently leading the redevelopment of Union Square in Torquay town centre, alongside its regeneration partners Wilmott Dixon, and the mandate to asset manage Fleet Walk allows for a more integrated approach to addressing how the town centre evolves as whole. Fleet Walk now has a prime position at the heart of a condensed and revitalised retail core as regeneration across the rest of the town centre takes shape.
