Milligan CEO Delivers Keynote at UKREiiF Leaders Group on Coastal Regeneration at House of Commons

On Wednesday evening, our CEO Stuart Harris was honoured to deliver a keynote address at the UKREiiF Leaders event on Coastal Regeneration, held at the House of Commons.

The event brought together senior leaders from across the public and private sectors to explore the future of the UK’s coastal towns—places rich in heritage, potential, and community spirit.

In his speech, Stuart shared how long-term, place-based partnerships are central to Milligan’s approach to regeneration. He highlighted our 10-year collaboration with Torbay Council and Willmott Dixon, which is driving major regeneration across Torquay, Paignton, and Brixham. This bold, strategic partnership is already delivering momentum and unlocking new opportunities for the region.

Stuart also spoke about our emerging relationship with Dover District Council, where we’re working to reposition Dover as a destination in its own right—not just a gateway. Through the reimagining of key town centre sites, we’re helping to celebrate Dover’s rich heritage while shaping a new era of growth and identity.

A key theme of Stuart’s address was the importance of people—both the communities whose stories and pride shape each place, and the local authority teams we work alongside. Their vision, commitment, and tenacity are essential to navigating complexity, embracing programmatic investment, and delivering regeneration that is both ambitious and enduring.

Also in attendance were Tarah Gear, Milligan’s Director of Brand and Place Futures, Chris Townend from Dover District Council, and David Carter from Torbay Council —valued partners in our shared mission to deliver meaningful regeneration.
