Milligan is working with Bath & North East Somerset Council (B&NES) to review a portfolio of strategically important, council-owned sites across Bath city centre. Our partnership will establish a clear, deliverable plan to strengthen Bath’s position as a globally recognised destination, balancing its heritage with a forward-looking approach to growth and innovation.

As a UNESCO World Heritage city, Bath is defined by its historic character, but its city centre faces evolving demands from residents, businesses and visitors. Our role is to identify new uses and commercial opportunities across underutilised sites—ensuring they contribute more effectively to the city’s economic, cultural and social life, while respecting its distinct identity.

This work builds on Milligan’s long-standing track record in Bath, including the delivery of SouthGate. Several members of the team bring first-hand experience of working in the city, combining local insight with over two decades of delivering complex regeneration, development and asset management projects in partnership with the public and private sectors.

What we’re doing

Working closely with B&NES and a wider consultant team, we are:

  • Testing feasibility and identifying future uses across key city centre sites
  • Unlocking new place-based opportunities, with a focus on Bath’s visitor and tourism economy
  • Shaping a strategy that fuses heritage with innovation, ensuring long-term competitiveness
  • Maximising commercial, social and community value for the council
  • Engaging stakeholders and the wider community to inform the future vision

Our approach combines commercial strategy, design intelligence and asset management expertise to unlock value and accelerate delivery. The ambition is to strengthen Bath’s already world-class offer, introducing new experiences and uses that enhance the city centre while protecting what makes it special.

Through this partnership, we are helping to define a clear and deliverable path forward and one that supports a resilient local economy, enriches the visitor experience, and ensures Bath continues to evolve with confidence.
