Milligan, in partnership with Torbay Council and Willmott Dixon, is proud to be delivering the transformation of the former Crossways Shopping Centre in Paignton into a vibrant, community-focused development that meets the needs of local people—now and into the future.

A Place with Purpose

The revised plans for Crossways will deliver 91 extra care homes for social rent, alongside a new purpose-built Day Centre, landscaped gardens, and a welcoming café space fronting Torquay Road. This 100% affordable housing scheme is designed to support independent living for older residents, while also creating a new civic anchor in the heart of Paignton.

Designed for the Community

Following changes to building safety legislation, the original scheme was reimagined with a focus on efficiency, character, and long-term viability. Working with specialist architects PRP, the new design reflects the scale and spirit of Paignton town centre, while increasing the number of extra care homes and enhancing the quality of communal and support spaces.

Regeneration with Impact

Crossways is part of a wider programme of regeneration across Torbay, which includes:
