Milligan is proud to be working in partnership with Willmott Dixon and Dover District Council on an ambitious programme of work to shape the transformation of Dover’s Town Centre. This strategic collaboration, procured through the Pagabo framework, will explore how key council-owned sites can be reimagined to support a vibrant, modern and economically resilient town. The initiative forms a central part of the Council’s wider regeneration vision—one that blends high-quality placemaking with real long-term opportunities for investment and growth.

Positioned at the UK’s closest point to continental Europe, it is home to Europe’s busiest ferry port, with over 11 million passengers passing through annually. The town also boasts a rich heritage, dramatic coastline, and iconic landmarks like Dover Castle, making it a prime location for tourism-led development. Major regeneration projects are already underway, including the award-winning Leyburne Road housing scheme and the revitalisation of the historic Maison Dieu, due to reopen in May.

The current masterplanning work is focused on unlocking underutilised sites for town centre living, mixed-use development, and a potential public sector hub, all designed to create a dynamic urban core that supports footfall, enterprise, and community wellbeing. With a proactive local authority, strong transport links—including high-speed rail to London—and a growing appetite for transformation, Dover offers unique potential for investors seeking future-ready opportunities with social impact and commercial return.
