Milligan has been appointed as the Strategic Asset Manager for Fleet Walk in Torquay, a pivotal move in Torbay Council’s wider regeneration ambitions. This appointment builds on Milligan’s growing portfolio of asset management roles across the UK and reinforces our commitment to place-led regeneration.
Fleet Walk is not a conventional shopping centre — it is a defining part of Torquay’s high street. With open facades onto Fleet Street and a direct connection between the town centre and the harbourside, Fleet Walk plays a central role in the town’s retail and visitor experience. Anchored by TK Maxx and Sports Direct, and flanked by Primark to the north and the independent department store Hoopers to the south, it sits at the heart of Torquay’s condensed and revitalised retail core.
Our role is to optimise the performance of this unique asset while curating a high street experience that works for the community, visitors, and the long-term vitality of the town. This includes shaping a retail, leisure, and commercial offer that complements the wider regeneration of Torquay’s town centre — including our ongoing work at Union Square — and supports the delivery of new developments such as the proposed 154-room harbourside hotel at The Strand.
Working closely with Torbay Council, Milligan brings over 20 years of experience in retail-led regeneration to unlock Fleet Walk’s full potential. Our strategic approach will enhance the centre’s performance, strengthen its role in the town centre, and elevate the retail and leisure experience in Torquay over the coming years.
