Milligan is working with Torbay Council and Willmott Dixon to deliver a bold regeneration programme for Brixham, focused on strengthening its identity as a thriving fishing port and vibrant coastal town. This project will enhance the Fish Quay and Market, improve public realm, and unlock opportunities for sustainable growth in the heart of the town.

Brixham’s regeneration is about creating a future that respects its heritage while embracing modern needs. The plans include:

  • Revitalising the Fish Quay and Market to support the fishing industry and create a destination for locals and visitors.
  • Transforming the Central Car Park area into a mixed-use space that improves connectivity and offers new opportunities for retail, leisure, and community activity.
  • Enhancing public spaces to make the town centre more accessible, attractive, and welcoming.

Milligan is leading on placemaking and commercial strategy, ensuring the regeneration delivers long-term benefits for the community and local economy. Our approach includes:
