Milligan, in partnership with Torbay Council, is bringing forward a transformational redevelopment of the former Debenhams site in Torquay. The Strand will deliver a new 154-room upscale hotel, vibrant public realm, and commercial space—redefining the town’s harbourside and supporting the long-term growth of Torquay as a destination.

A New Anchor for the Harbour

The Strand will fill a major gap in Torbay’s hospitality market, where over 96% of rooms are currently economy to upper midscale. This new hotel will offer:

  • 154 rooms, including 33 suites
  • A rooftop bar and restaurant with panoramic views
  • Fitness facilities and flexible event space
  • A “Best of Devon” food and drink experience, celebrating local produce

Designed to attract both leisure and business travellers, the hotel will become a destination in its own right—enhancing the town’s evening economy and cultural offer.

Supporting Jobs and Local Enterprise

The development will create construction jobs during the build phase (2026–2028) and permanent roles in hospitality and retail once operational. Ground floor commercial units will be leased separately, encouraging local entrepreneurship and small business growth.

Boosting the Visitor Economy

Located in the heart of Torquay’s harbour, The Strand will attract higher-spending visitors and help extend stays across the English Riviera. Its proximity to Torre Abbey, Dartmoor National Park, and other key attractions will strengthen Torquay’s position as a year-round destination.

Regeneration with Purpose

This project is a key part of the Town Deal-funded regeneration of Torquay. It will:

  • Replace a long-vacant department store with a high-quality, mixed-use development
  • Improve the town’s visual appeal and street-level activity
  • Enhance public spaces and connectivity for residents and visitors alike

A Market Ready for Growth

Despite post-pandemic challenges, Torquay’s hotel market has shown strong recovery:

  • 📈 23.5% increase in room nights sold (2019–2023)
  • 💷 21.4% growth in average daily rate (ADR)
  • 📊 RevPAR has returned to pre-pandemic levels

This resilience signals a clear demand for quality accommodation—and The Strand is set to meet it.
